Cooperation through JICA Project - PAGASA

At PAGASA, J-POW project (JICA - PAGASA project for Enhancing Capacity on Weather Observation, Forecasting and Warning) are proceeding. One of the activities of J-POW project is to improve the traceability of measurement which leads to the improvement of the weather observation. From 7th to 15th March 2016, JMA has dispatched 3 experts. An expert on traceability and observation method from Observations Division, the Headquarter and two experts on calibration and traceability for thermometers and barometers from RIC Tsukuba. PAGASA (WMO-region V) and JMA (WMO-region II) are designated as RIC (RIC Manila and RIC Tsukuba) by WMO in each region. Therefore, their dispatch was worth not only for the J-POW project but also the coordination between both RICs.

During their stay, the intercomparison of barometers and thermometers were carried out for sharing mutual knowledge between both RICs. The lectures on calibration of barometers and thermometers were conducted on the 8th, another lectures on traceability and surface weather observation and CIMO Guide (WMO Guide to Meteorological Instruments and Methods of Observation) were conducted in 9th March. During the days, RIC Tsukuba members visited calibration room and wind tunnel, and discussed calibration procedures with RIC Manila members.

They also visited to Daet, Pili, Southern Luzon - PAGASA Regional Services Division (PRSD) in Leagzpi and Ninoy Aquino International Airport (NAIA) for the survey of observation procedures and instruments.
